October 8, 2002 <br /> <br /> 2002, that in honor of all Judge Frank I. Richardson, Jr. has done <br /> for his fellow man, that they concur with the joint order, dated <br /> September 25, 2002, of Chief Circuit Judge David V. Williams; <br /> Circuit Court Judge Martin F. Clark and Circuit Court Judge Charles <br /> M. Stone that the Circuit Courtroom hereafter be known and <br /> referred to as the "Frank I. Richardson Jr. Courtroom." <br /> <br /> Council considered adoption, on first reading of Ordinance 2002-11 amending <br />Section 5-18 Keeping of other livestock and poultry prohibited; exception of Chapter 5 of <br />the City Code. Earl B. Reynolds, Jr., City Manager, stated that this is presented on <br />recommendation by the City Attorney. Vice Mayor Roop moved to adopt, on first <br />reading, of such Ordinance; the motion was duly seconded and carried by the following <br />roll call vote, with ail members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> Council considered designating a voting delegate and alternate for the Virginia <br />Municipal League (VML) Annual Conference at Norfolk on October 20-22, 2002. <br />Council Member Ferrill moved to designate Vice Mayor Roop as voting delegate and <br />Council Member Dallas as alternate; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> Council considered rescheduling the October 22, 2002, regular Council Meeting <br />because of a conflict with the VML Conference. By general consensus, with no vote <br />taken, Council agreed to allow Mayor Teague and Vice Mayor Roop to decide if a <br />meeting is necessary following the next agenda review. If so, it will be held on Tuesday, <br />November 5, 2002, 7:30 P. M. <br /> <br /> Council considered business from the floor, but there was none, <br /> <br /> <br />
