October 8, 2002 <br /> <br />and Beverley Coleman, Henry County-Martinsville Joint Social Services Board, 1999- <br /> <br />2002. Council expressed their appreciation to these citizens for their dedicated service. <br /> <br />Council considered adoption of a Resolution concurring with the Circuit Court <br /> <br />Judges in naming the City Courtroom the "Frank I. Richardson, Jr., Courtroom." Vice <br /> <br />Mayor Roop moved to adopt the following Resolution; the motion was duly seconded <br /> <br />and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br /> <br />Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br />WHEREAS, in 1968 the City of Martinsville constructed the <br />Martinsville Municipal Building; and <br />WHEREAS, the inspiration for and the design of the courtroom and <br />associated chambers, conference, witness and jury rooms <br />contained in this building originated from the research and work of <br />Judge Frank I. Richardson, Jr., who visited many courtrooms in <br />various localities and who had numerous and varied discussions <br />with architects and building and government officials and it was <br />through his efforts that these Judicial facilities came to be; and <br />WHEREAS, Judge Frank I. Richardson, Jr., "Tunk" to his many <br />friends and associates, was sworn in as the Circuit Judge of this <br />Court on the first day of May, 1966 and continued to serve his state <br />and community in this capacity until his retirement on April 30, <br />1995, a period of twenty-nine years; and <br />WHEREAS, during his retirement, Judge Richardson continued his <br />service by acting as retired Judge designate in numerous cases in <br />various localities and assisting the Virginia Court of Appeals by <br />sitting on its panels for hearing appeals and has also unfailingly <br />provided guidance and counsel to his fellow judges and attorneys <br />and others throughout his active career and his retirement; and <br />WHEREAS, Judge Richardson has, from his first day on the job, <br />been known for his hard work, his scholarship, his dry sense of <br />humor, his attention to the broad concepts and narrow details of the <br />administration of justice, and most of all, for his unflappable <br />patience and demeanor, and his untiring efforts to assure each <br />litigant before him a fair trial and has treated with compassion, <br />dignity and respect all with whom he has associated; and <br />WHEREAS, his nation, state, and community are better places <br />because of his unselfish placing of his duty as a Judicial Officer <br />before all else; now, therefore, <br />BE IT RESOLVED by the members of the Council of the City of <br />Martinsville, Virginia, in regular session assembled October 8, <br /> <br /> <br />
