Council requested to review similar properties with special <br />use permits. <br /> <br /> Council considered conducting a Public Hearing and adopting an Ordinance on a <br />request by Troy E. Rakes to rezone 602 and 604 Rives Road, Tax Map ID 53(02) 14, <br />15, from R-9 Residential to C-1 Commercial and amend the proposed Land Use Plan to <br />indicate Commercial rather than the current designation of Residential. Mr. Hayfield <br />stated that the Planning Commission voted to recommend denial of this request. Mayor <br />Teague declared the Public Hearing open. Jim Beard, of 313 Oakdale Street, spoke in <br />opposition. Mr. Wolchko spoke, also, in opposition. Mayor Teague declared the Public <br />Hearing closed. David B. Worthy, City Attorney, stated that this request would be spot- <br />zoning, which is not allowed. Vice Mayor Roop moved to concur with the Planning <br />Commission's recommendation of denying the request; the motion was duly seconded <br />and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - <br />Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0)- None. <br /> <br /> Council considered business from the floor. Judge Charlie Stone stated that the <br />three District 21 judges have ordered the naming of the Martinsville Circuit Courtroom <br />the "Frank I. Richardson, Jr., Courtroom." In reading the actual order, he highlighted <br />Judge Richardson's 29 years of service, including the planning of the courtroom. <br />Council directed Staff to prepare a similar Resolution for presentation. <br /> <br /> Wade Bartlett, Director of Finance, presented the financial reports for months <br /> <br />ending July 31,2002, and August 31,2002. <br /> <br /> <br />
