September 24, 2002 <br /> <br />reading and emergency basis, the following Ordinance; the motion was duly seconded <br />and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) <br />- Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.2-2200, it is stated that <br /> the purpose for which this Ordinance is initiated is to promote the <br /> public health, safety, convenience and welfare of its citizens and to <br /> plan for the future development of the community, that the Zoning <br /> Map of the City of Martinsville, Virginia, be-- and is hereby -- <br /> amended to the extent that Parcel 33-03-0-08 on the Zoning Map <br /> of the City of Martinsville located at 120 Maple Street, is hereby <br /> rezoned from M-2 Manufacturing to R-6 Residential, <br /> BE IT FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force immediately upon adoption. <br /> <br /> Council considered conducting a Public Hearing and adopting an Ordinance on a <br />request by the Planning Commission to amend Section X.L., R-6 Residential District, <br />Section X.H., R-9 Residential District, and Section XI.L. RP-1 Professional District of the <br />zoning ordinance. George Hayfield, Associate Planner, stated that the Planning <br />Commission voted unanimously to recommend approval. Mayor Teague declared the <br />Public Hearing open. John Wolchko, of 213 Rives Road, spoke in opposition. Mayor <br />Teague declared the Public Hearing closed. Vice Mayor Roop stated that he did not <br />like to see residential areas conver[ed to commercial, but this plan may provide better <br />control. Council Member Ferrill questioned whether or not there are already too many <br />allowances in residential areas. Council Member Cobbe moved to adopt the Ordinance <br />on emergency basis; the motion was duly seconded. Vice Mayor Roop moved to table <br />this matter for further study; the secondary motion was duly seconded and carried by <br />the following vote, with all members voting: Vote 3 - 2; Yeas (3) - Dallas, Ferrill, Roop; <br /> <br /> <br />
