Gene Teague and Members <br />Martinsville City Council <br />Martinsville, Virginia 24112 <br /> <br />Dear Mayor Teague and Members of the City Council: <br /> <br />It is recommended that the Council approve the following legislative policy statements <br />which will serve as a guide for the staff's lobbying efforts during the 2003 Session of the <br />General Assembly. <br /> <br />ECONOMIC DEVELOPMENT: The City Council supports the restoration of <br />funding to the VEDP and other similar programs which have historically provided <br />technical and financial assistance to local communities as they endeavor to retain <br />and create new jobs and capital investment. <br />EDUCATION: The City Council supports the Martinsville School System's <br />Legislative Agenda for 2003 (attached), particularly the restoration of State School <br />Construction funding and increased funding for k-12 education. <br />TRANSPORTATION: The City Council supports continued state funding to <br />complete the U.S 58 project which was commenced over ten years ago. <br />Additionally, the City Council supports funding to fast track the design, <br />engineering, and construction of 1-73 commencing in Henry County then south to <br />the North Carolina line. <br />CONSTITUTIONAL OFFICES: The City Council requests that a bill be filed <br />which would restore funding to local Constitutional Offices. Localities throughout <br />Virginia cannot afford to pick up an even greater disproportionate share of the <br />funding to support what are constitutionally state funding obligations. <br /> 599 FUNDING: The City Council supports the filing of a bill that would restore <br /> ~nd increase the so-called 599 funding, particularly to the Cities in Virginia which <br /> were promised this source of revenue in lieu of the right to annex. As noted on the <br /> attached Virginia Municipal League analysis dating back to FY99, at that time, it <br /> was estimated that the City of Martinsville's receipts from this legislation was <br /> behind some $2.2 million dollars because the original program base had not been <br /> adjusted annually to reflect the growth in the state general fund. <br /> <br />55 West Church Street P.O.
