Grogan, Director

Martinsville City Emergency Fund

The City of Martinsville has in the past so generously provided funding for the
Emergency Fund through our agency. This local only fund has helped provide for those
citizens who do not meet the requirements for most state and federal programs. Also,
many of the people helped through this program are simply looking for a bridge to get
them over hard times. We help a person once a year through this program. It is a
program of last resort (meaning that we look at other ways to provide for their need
before we use this fund). A copy of emergency assistance guidelines is enclosed.

We have seen a gradual increase in the usage of the Emergency Fund over the past
several years. We had to ask for more funding last fiscal year. The worsening
economic conditions in our area have created needs in families who formerly were self-
sufficient. Approximately three-fourths of the people we are now helping are new to
Social Services; they are not already in our system.

Based on usage from the past four months and projecting that figure through the end of
fiscal year 2002-03, we will need at least an additional $8,400.00 in the Emergency
Fund.

I respectfully request your consideration and approval of this request in whatever
amount you are able to provide.
