TUESDAY, July 23, 2002 <br /> <br />Council Member Dallas said that he has concerns over vicious dogs in the City. He has received citizen <br />complaints of such dogs invoking fear in the minds of people on City sidewalks and streets. Council <br />Member Dallas said the dogs are not necessarily running loose, but are often tied. After discussion by <br />Council, no further action was taken. Council Member Dallas also mentioned that since the Workforce <br />Investment Act no longer funds a City youth work program, younger residents are not able to seek <br />employment, and the same subsequently places financial hardskips on City youth. The City Manager agreed <br />to provide a briefing of the Federal program and a related presentation at a future Council Meeting. <br /> <br />In accordance with the CODE OF VIRGINIA (1950, and as amended), Chapter 21- Freedom of Information <br />Act, Section 2.1-344(A), Executive or Closed Meetings, and upon motion, duly seconded, and by unanimous <br />recorded vote, Council convened in Closed Session for the purpose of discussing the following matter: <br /> <br /> A. Briefing by legal counsel pertaining to actual litigation, as authorized by Subsection 7. <br /> <br />Council recessed and reconvened as the Martinsville Redevelopment and Housing Authority. After <br />convening, consideration was given for adoption of a Resolution approving the submittal of a five-year and a <br />one-year Public Housing Agency Plan to HUD. Mr. Wayne D. P. Knox, Planning, Zoning, and Housing <br />Manager, told Council that the Resolution would provide a framework for local accountability and an easily <br />identifiable source by which participants in the tenant-based assistance program, and other members of the <br />public may locate basic public housing policies, rules and requirements concerning its operations, programs, <br />and services. Council moved upon motion duly seconded, with all members voting: Vote 5-0; Yeas (5)- <br />Teague, Roop, Cobbe, Dallas, and Ferrill; Nays (0)- None, to adopt the Resolution, as follows: <br /> <br />WHEREAS, the Martinsville Redevelopment & Housing Authority (MRHA) receives its operating funds <br />from the Department of Housing and Urban Development (HUD); and <br /> <br />WHEREAS, pursuant to the Quality Housing and Work Responsibility Act of 1998; Initial Guidance, <br />Federal Register / Vol. 64 No 32/Section 903 dated Thursday, February 18, 1999, MRHA is required to <br />adopt an Annual One - Year and a Five - Year Plan; and <br /> <br /> <br />
