July 9, 2002 <br /> <br />Henry County was submitting a Certificate of Public need application for an outpatient <br />surgical facility. Tom Harned, Economic Development Director, presented the Quarterly <br />Economic Development Report. He stated, also, that a Community Development Block <br />Grant application for the Church Street commercial corridor was mailed today. John <br />Sanders, 308 Starling Avenue, spoke regarding economic development. Wayne Knox, <br />Planning, Zoning, & Housing Manager, presented the Property Maintenance Report. <br />Council requested that Staff prepare a top ten list of negligent property owners and a <br />proposal to increase the minimum fee. Michael Rogers, Chief of Police, highlighted the <br />positive effects that community development has on law enforcement. City Manager <br />Reynolds stated that he had received a letter from the President/Chief Executive Officer <br />of Norfolk-Southern Railroad expressing a desire to partner with the City to improve <br />underpasses on Bridge and Fayette Streets. <br /> <br /> Mayor Teague read a letter from Joseph Roach, Chief Executive Officer of <br />Memorial Hospital of Martinsville & Henry County, complimenting the Electric <br />Department. He announced, also, that the Virginia Municipal League policy committees <br />would meet on July 18, 2002. Council Member Dallas thanked the area churches for <br />holding their conventions and convocations in the community. <br /> <br /> There being no fur[her business to come before Council during their regular <br />meeting, upon motion by Council Member Dallas, duly seconded, by unanimous vote, <br />Mayor Teague declared the meeting adjourned at 9:52 P. M. <br /> <br /> Council convened as the Martinsville Redevelopment and Housing Autl~ority, and <br />Chairman Teague called the meeting to order. <br /> <br /> <br />
