74 <br />Enclosure # I- <br /> <br />September 10, 2002 <br /> <br /> A regular, semi-monthly meeting of the Council of the City of Martinsville, <br />Virginia, was held on September 10, 2002, in Council Chamber of the Municipal <br />Building, beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council <br />Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and <br />Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. <br /> <br /> Following the invocation by Council Member Ferrill and the Pledge to the <br />American Flag, Mayor Teague welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to approve the minutes of the August 27, 2002, <br />meeting as presented; the motion was duly seconded and carried by the following vote, <br />with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; <br />Nays (0) - None. <br /> <br /> Council recognized the following City employees receiving service awards from <br />July through September 2002: <br /> <br /> 30 years: Tony Coward, Public Works; Curtis Williams, Public <br /> -. Works <br /> 20years: ~'l'_'arry Caudill, Water Resources; Billy Payne, Public <br /> Works <br /> 15 years: Leonard Carter, Fire; Richard Young, Public Works; <br /> Marvin Donovant, Water Resources; Buren Shively, <br /> Public Works; Garland Davis, Public Works; Michael <br /> Wilson, Electric; Lisa Holiday, Finance <br /> 10 years: Ronald Young, Sheriff's Office <br /> 5 years: Weldon Reynolds, Public Works; Chonda Shupe, <br /> Circuit Court Clerk's Office; Tonija Hairston, Sheriff's <br /> Office; Teddy Anderson, Fire; William Bartlett, <br /> Finance; Mamus Clark, Water Resources; Robert <br /> Moore, Public Works <br /> <br /> Council recognized the nominees for the 2002 Third QuaKer Service Excellence <br />Awards, Cindy Barbour and Randy Ashworth, both of Public Works Department. Earl B. <br />Reynolds, Jr., City Manager, announced Ms. Barbour as the quarterly winner. <br /> <br /> <br />
