74 Enclosure # I- September 10, 2002 A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, was held on September 10, 2002, in Council Chamber of the Municipal Building, beginning at 7:30 P. M., with Mayor Gene Teague presiding. Council Members present included: M. Gene Teague, Mayor; Terry L. Roop, Vice Mayor; and Council Members Joseph R. Cobbe, Bruce H. T. Dallas, and J. Ronald Ferrill. Following the invocation by Council Member Ferrill and the Pledge to the American Flag, Mayor Teague welcomed everyone to the meeting. Council Member Ferrill moved to approve the minutes of the August 27, 2002, meeting as presented; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Cobbe, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council recognized the following City employees receiving service awards from July through September 2002: 30 years: Tony Coward, Public Works; Curtis Williams, Public -. Works 20years: ~'l'_'arry Caudill, Water Resources; Billy Payne, Public Works 15 years: Leonard Carter, Fire; Richard Young, Public Works; Marvin Donovant, Water Resources; Buren Shively, Public Works; Garland Davis, Public Works; Michael Wilson, Electric; Lisa Holiday, Finance 10 years: Ronald Young, Sheriff's Office 5 years: Weldon Reynolds, Public Works; Chonda Shupe, Circuit Court Clerk's Office; Tonija Hairston, Sheriff's Office; Teddy Anderson, Fire; William Bartlett, Finance; Mamus Clark, Water Resources; Robert Moore, Public Works Council recognized the nominees for the 2002 Third QuaKer Service Excellence Awards, Cindy Barbour and Randy Ashworth, both of Public Works Department. Earl B. Reynolds, Jr., City Manager, announced Ms. Barbour as the quarterly winner.
