June 25,2002 administration, staff, the City Attorney, and the Clerk of Council for their working relationships. Council considered the need to meet in Closed Session. In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council convened in Closed Session, for the purpose of discussing the following matter: A. Consultation with legal counsel regarding a specific legal matter requiring the provision of legal advice by such counsel, as authorized by Subsection 7. B. Personnel matters under the jurisdiction of the City Council, as authorized by Subsection 1. At the conclusion of this Closed Session, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Closed Session; and (2) only those business matters identified in the motion convening the Closed Session were heard, discussed, or considered during said Session. Upon return to Open Session, Council took the following action: A. 2. Vice Mayor Teague moved to adopt, on first reading, of Ordinance 2002-9, imposing upon individuals who have delinquent taxes or other delinquent charges, fees to cover the administrative costs and reasonable attorney's or collection agency's fees; the motion was duly seconded and carried by the following roll call vote, with all members present voting: Vote 4 - 0; Yeas (4) - Crabtree, Dallas, Roop, Teague; Nays (0) - None. There being no further business to come before Council during their regular meeting, upon motion by Council Member Dallas, duly seconded, by unanimous vote, Mayor Crabtree declared the meeting adjourned at 9:07 P.
