April 3, 2002 <br /> <br />wastewater treatment facilities and finished water production <br />facilities to provide for the needs of these industries; and <br />WHEREAS, the sudden closing of Tultex, the uncertain future of <br />Pillowtex, coupled with the recently announced closing of Vanity <br />Fair, has caused a dramatic reduction in the need for finished water <br />and wastewater treatment which has put the operation of these <br />government owned facilities at risk; and <br />WHEREAS, the devastating effects of NAFTA on the local <br />economy and governmental operations has been chronicled in a <br />report by the United States General Accounting Office dated <br />August, 2001; and <br />WHEREAS, United States Congressman Virgil Goode and former <br />U. S. Senator Charles Robb responded to the areas plight by <br />obtaining Congressional support for federal aid to help finance <br />improvements to the PSA-Martinsville water and wastewater <br />systems that would help reduce operating costs and improve <br />efficiency; and <br />WHEREAS, a grant from the United States Environmental <br />Protection Agency (EPA) in the amount of $1,935,700 and a grant <br />from the United States Department of Housing and Urban <br />Development (HUD) in the amount of $748,350 have been awarded <br />to Henry County and Martinsville for the above noted purposes; and <br />WHEREAS, action plans have now been developed which require <br />the filing of the official grant applications with the noted federal <br />agencies; now, therefore, <br />BE IT RESOLVED, by the Henry County Board of Supervisors and <br />the Martinsville City Council that on April 3, 2002, in a special joint <br />session, and with the concurrence of the Henry County Public <br />Service Authority Board of Directors, that their respective <br />administrators were authorized to file the required applications and <br />other documents deemed necessary to comply with federal grant <br />requirements as outlined by the EPA and HUD. <br /> <br />There being no further business to come before Council during their joint <br /> <br />meeting, upon motion by Vice Mayor Teague, duly seconded, by unanimous vote, <br /> <br />Jo~h~i?iP'~Ma'Or Crabtree declared the meeting adjourned at l~M~,,~JMark A.
