April 3, 2002 <br /> <br /> A joint meeting of the Council of the City of Martinsville, Virginia, Board of <br />Supervisors of the County of Henry, Virginia, and the Public Service Authority (PSA) <br />Board of Directors of the County of Henry, Virginia, was held on April 3, 2002, in Council <br />Chamber of the Municipal Building, beginning at 12:30 P. M., with Mayor Mark Crabtree <br />presiding. The purpose of the meeting was to discuss federal grant funding of proposed <br />improvements to the PSA and Martinsville water and wastewater systems. Council <br />Members present included: Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; <br />and Council Members Bruce 14. T. Dallas, J. Ronald Ferrill, and Terry L. Roop. <br /> <br /> Steve Plante, Engineer, presented a summary of the proposed changes. There <br />is an existing agreement between the City and the PSA that allows the PSA to send <br />wastewater to the City for treatment and covers the sale of water to the PSA. This <br />agreement covers the proposed changes, so no further negotiations are required. The <br />work is anticipated to be completed around November 2, 2002, for Koehler, mid- <br />February 2003 for Lower Smith River, and around March 1, 2003, for Rives Road. <br /> <br /> The following Resolution was unanimously adopted by the County Board of <br />Supervisors and the PSA Board of Directors. Council Member Roop moved to adopt <br />the following Resolution; the motion was duly seconded and carried by the following <br />vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, <br />Teague; Nays (0) - None: <br /> <br /> WHEREAS, the Foreign Trade Policies of the United States have <br /> severely impacted the textile and apparel industry nationwide; and <br /> WHEREAS, Henry County and Martinsville were once home to <br /> numerous industries that produced textile and apparel products <br /> which were known world wide; and <br /> WHEREAS, the Henry County Public Service Authority (PSA) and <br /> the City of Martinsville (the City) developed state of the art <br /> <br /> <br />
