February 12, 2002 <br /> <br />Hearing open. Mark Price, Sr., of 936 Bethel Lane, spoke in opposition to the R-5 <br />zoning. Mr. Knox stated that the initial reason for R-5 was infill housing and to lessen <br />the process. He added that the current process to request a variance through the <br />Board of Zoning Appeals. Joe Reynolds, of 1132 Banner Street, and Tom Hairston, of <br />805 Joya Street, spoke in opposition to the R-5 zoning. John Sanders, of 308 Starling <br />Avenue, spoke regarding the mobile home park allowance. Mayor Crabtree declared <br />the Public Hearing closed. Council Member Ferrill moved to remove the R-5 zoning and <br />all related sections from the Ordinance and amendments; the motion was duly <br />seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas <br />(5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. Council Member Roop <br />moved to delete Section X, Sub-section L, Item 9, regarding manufactured home parks; <br />the motion was duly seconded and carried by the following vote, with all members <br />voting: Vote 4 - 0 - 1; Yeas (4) - Crabtree, Ferrill, Roop, Teague; Nays (0) - None; <br />Abstention (1) - Dallas. Council Member Ferrill moved to maintain the maximum <br />number of dwelling units per structure at eight with qualifying language to allow a <br />greater number determined by Council; the motion was duly seconded and carried by <br /> <br />the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br />Ferrill, Roop, Teague; Nays (0) - None.
