Januaw 22,2002 terminus to Fishel Street for a total net increase of 0.43 lane miles as shown on the attached U-1 Form, said streets being located in and maintained by the City of Martinsville. Council considered adoption of a Resolution approving the City's participation in the West Piedmont Disability Services Board and authorizing the City Manager to execute the necessary documents. Earl B. Reynolds, Jr., City Manager, gave a review of Council's Work Session of January 10, 2002, regarding this matter. Council Member Roop moved to adopt the following Resolution; the motion was duly seconded and carried by the following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: WHEREAS, Section 51.5-47 of the Code of Virginia has provided for the establishment of the West Piedmont Disability Services Board; and WHEREAS, it is the desire of the Martinsville City Council to become a participating member jurisdiction on that board with the intent of implementing the provisions of Section 51.5-47 of the Code of Virginia; now, therefore, BE IT RESOLVED that the Council of the City of Martinsville, Virginia, in regular session assembled January 22, 2002, hereby adopts the attached Joint Exercise of Powers Agreement in conjunction with local governments of the Counties of Franklin, Henry, Patrick and Pittsylvania, and the City of Danville, Virginia and hereby becomes member jurisdiction on the West Piedmont Disability Services Board. BE IT FURTHER RESOLVED that two (2) members shall be appointed to serve on the Board as representatives of the City of Martinsville; and BE IT FURTHER RESOLVED that terms of office, organization, composition, and duties of the Board be established in accordance with the Joint Exercise of Powers Agreement of the West Piedmont Disability Services Board.
