It is my intent to place this matter on your February 12 agenda for <br />consideration. As I understand it, the request from Sid is that the Council publicly states <br />its support for federal legislation that will encourage the United States to initiate <br />meaningful and appropriate action to assist communities impacted by the trade policies <br />enacted by the Congress. He concedes on page eleven (11) of his letter to Virgil that <br />what he has submitted is 'conceptual' and may not be appropriate in terms of language or <br />realistic fi.om a funding standpoint. <br /> <br />If you should need clarification on any of the enclosed material or should have questions, <br />please let me know at your earliest opportunity so that I can get responses back from Sid <br />prior to your February 12 meeting. <br /> <br />Sincerely, <br /> <br />Earl B.
