Phillips <br /> <br />WHEREAS, Branch Highways, Inc. has proposed to the Virginia Department of <br />Transportation to complete the 30-mile segment of U.S. Route 58 between Stuart and <br />Hillsville; and <br /> <br />WHEREAS, the Virginia General Assembly adopted the Public Private Transportation <br />Act of 1995 (PPTA) to encourage private initiatives in meeting the Commonwealth's <br />transportation needs; and <br /> <br />WHEREAS, Branch Highways has developed a strong reputation with the Virginia <br />Department of Transportation for outstanding highway construction and has experience <br />in building U.S. Route 58 and significant experience in building roads in mountainous <br />areas; and <br /> <br />WHEREAS, Branch Highways has assembled a team of experts to complete U.S. Route <br />58 approximately 10-15 years earlier than currently expected with a significant cost <br />savings to Virginia taxpayers; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular <br />session assembled February 12, 2002, that it does hereby endorse the proposal of Branch <br />Highways to build U.S. Route 58 under PPTA and requests that the Virginia Department <br />of Transportation act favorably on the proposal at its earliest convenience; and <br /> <br />BE IT FURTHER RESOLVED by said Council that it calls upon all citizens and local <br />governments to likewise contact the Virginia Department of Transportation and encour- <br />age acceptance of this proposal in order to complete this vital project. <br /> <br />Attest: <br /> <br />Johnathan B.
