Earl B. Reynolds, Jr., City Manager, made the presentations, and <br />announced Mr. Gregory as the quarterly winner. <br /> <br /> Council considered business from the floor, but there was none. <br /> <br /> Council considered conducting a Public Hearing on a request from Ellen Ward for <br />a Special Use Permit for property at 319 Starling Avenue located in a P-2 Professional <br />District. George Hayfield, Associate Planner, stated that Ms. Ward plans to sell <br />children's items by appointment only. Mayor Crabtree declared the Public Hearing <br />open. Christine Bennett, property owner of 319 Starling Avenue, spoke in favor of the <br />request and inquired about signage. Wayne Knox, Planning, Zoning, & Housing <br />Manager, replied that any sign within the City's guidelines would be acceptable. Mayor <br />Crabtree declared the Public Hearing closed. Council Member Roop moved to grant <br />the Special Use Permit for a period of one-year with the stipulation that all sales and <br />displays be confined to indoors; the motion was duly seconded and carried by the <br />following vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, <br />Roop, Teague; Nays (0)- None. <br /> <br /> <br />
