TUESDAY, November 27, 2001 <br /> <br />Mayor Crabtree opened the Meeting for business from the floor. Mr. Hardin Edwards, of 810 Forest Lake <br /> <br />Drive, addressed Council and asked that Council pursue, with the Virginia General Assembly and Housing <br />Authority, development ora requirement that would mandate a fire escape for the second-floor level of rental <br />property. Next, Ms. Nancy Hairfield, a resident of the Figsboro Road in Henry County, approached Council. <br />Ms. Hairfield expressed her concern for the well being of Ms. Virginia Hutcherson, a resident of 203 Mineral~ <br />Street who is the subject of a previous Council matter, earlier in the Meeting. Ms. Hairfield asked that <br /> <br />Council do its best with assisting the needs of Ms. Hutcherson. Also, Ms. Shirley Barlow, a City resident <br />who did not disclose her address, desires that the City Police Department add the position of a desk sergeant <br />who would be present at the Police Department, at night, to handle public requests for law enforcement <br />needs. Ms. Barlow said she believes that the desk sergeant addition would allow more crimes to be solved. <br /> <br />Next, Ms. Virginia Hutcherson thanked Council and City Staff for efforts to secure her another residence and <br />for all acts of personal support. Ms Thelma Pinkard of 208 Park Street, requested that Council and/or <br />citizens offer suggestions that would address Southside safety issues, and Ms. Pinkard wants additional <br />police officers to help with any neighborhood problems. Council Member Dallas commended City Manager <br />Reynolds for efforts taken by City Staff to assist the needs of Ms. Hutcherson. <br /> <br />Council considered adoption of a Resolution. Mr. George Hayfield, Associate Planner, explained this <br />request is for adoption of a Resolution opposing proposed revisions to the Code of Virginia as presented by <br />the Virginia Housing Commission's Manufactured Housing Subgroup. Council moved upon motion duly <br />seconded, with all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Ferrill, and Roop; Nays <br />(0)- None, adoption of the Resolution as follows: <br /> <br /> RESOLUTION <br /> <br />WHEREAS, the Virginia Housing Study Commission's Manufactured Housing Subgroup has been directed <br />by SJ437 to study manufactured houses as a way to promote affordable housing and has recommended the <br />following proposed change in the Virginia Code: <br /> <br />15.2-2290.1 Certain manufactured homes deemed same as site built homes <br /> <br /> <br />
