TUESDAY, November 27, 2001

A regular, semi-monthly meeting of the Council of the City of Martinsville, Virginia, with Dr. Mark A.
Crabtree, Mayor, presiding, was held Tuesday, November 27, 2001, in the Council Chambers of the
Municipal Building, beginning at 7:30 P.M. The following members of Council were present: Dr. Mark A.
Crabtree, Mayor; M. Gene Teague, Vice-Mayor; Bruce H.T. Dallas, Ronald Ferrill, and Terry L. Roop.

After the invocation, provided by Mayor Crabtree, Mr. Robert Hurt, 16th District Delegate-Elect, introduced
himself to Council. Delegate-Elect Hurt expressed his concerns for the City's present economic status and
stated that he would work diligently towards serving the needs of the City. Also, Mr. Danny Marshall, 14th
District Delegate-Elect, introduced himself. Delegate-Elect Marshall said that he believes regional,
governmental partnerships are the key to strengthening the area's economic development forces. Mr.
Marshall encouraged the City to support such cooperative efforts. Council publicly recognized Mr. Don
Lawson who serves on the Tobacco Settlement Commission. Council Members expressed sincere
appreciation for Mr. Lawson's efforts with the allocation of Tobacco Settlement Funds.

Council considered a Consent Agenda item, a Public Hearing for a rezoning request, due to the
condemnation of property located at 203 Mineral Street, the residence of Ms. Virginia Hutcherson. Mr. Earl
B. Reynolds, Jr., City Manager, summarized that City Staff has put forth a tremendous effort to assist Ms.
Hutcherson with location of alternative housing at another site. Due to no success, a second alternative was
examined, building another house in the same area after changing the zoning of the said land. To do so,
Council would have to set a Public Hearing for the matter. Council moved upon motion duly seconded, with
all members voting: Vote 5-0; Yeas (5)- Crabtree, Teague, Dallas, Ferrill, and Roop; Nays (0)- None, to set a
Public Hearing for December 11,2001 to consider rezoning of the property located at 203 Mineral Street
from M-1 Manufacturing to RP-1 Residential.
