Council <br /> <br /> Member Roop moved to adopt the following Resolution, on second reading and <br /> an emergency basis, with an effective date of January 1, 2002; the motion was <br /> duly seconded and carried by the following vote, with all members voting: Vote 4 <br /> - 1; Yeas (4) - Crabtree, Ferrill, Roop, Teague; Nays (1) - Dallas: <br /> <br /> WHEREAS, Martinsville City Council first adopted rules and <br /> regulations governing the use of Beaver Creek Reservoir and the <br /> adjacent areas for recreational purposes in June of 1956, which <br /> regulations have been revised in February of 1961, January of <br /> 1994, and in August of 1995; and <br /> WHEREAS, a further revision of said regulations is deemed <br /> advisable; <br /> NOW THEREFORE, BE IT RESOLVED by the Council of the City <br /> of Martinsville, Virginia, assembled in regular sessions held <br /> October 23, 2001, and November 13, 2001, that said rules and <br /> regulations be, and they hereby are, revised, as shown on the <br /> attached rules and regulations governing the use of Beaver Creek <br /> Reservoir and the adjacent areas for recreational purposes. <br /> <br /> Council considered authorizing the Mayor to execute an Economic Development <br />Services Agreement with Henry County. Tiffani Underwood, City Economic <br />Development Marketing Director, reviewed a presentation made recently to the Virginia <br />Economic Development Partnership. Council Member Dallas stated, "The money that <br />we spend, we should spend it wisely." Vice Mayor Teague stated, "It's an investment to <br />get jobs here and to increase the tax base." Earl B. Reynolds, Jr., City Manager, stated, <br />"In these economic times, people are investing in the future. If we don't do it, nobody <br />else will."
