Also, the School Board conducts its <br /> closed session before the regular meeting. Mrs. Pinkard stated that the <br /> beginning of the meeting is appropriate. Reverend Millner said that keeping it at <br /> the beginning would be more effective. <br /> <br /> Council considered conducting a Public Hearing and adoption of an Ordinance <br />on a request from Citizens Against Family Violence (CAFV) to rezone property located <br />at 200 Lester Street (Tax Map 23(2)1) from M-1 Industrial to RP-1 Residential <br />Professional. Wayne D. P. Knox, Planning, Zoning, & Housing Manager, stated that <br />neither the Planning Commission nor his office received any public opposition. The <br />proposed zoning would be very limited. Mayor Crabtree declared the Public Hearing <br />open. Lynn Wehlau, CAFV Executive Director stated, "Our biggest concern is respect <br />of women: Thirteen to fifteen women per bedroom is not respectful. The lot is 5.3 <br />acres, and the initial building was planned at approximately 10,000 square feet." <br />Reverend Thurman Echols, CAFV Board President, stated that the State did not like <br />CAFV's original idea to refurbish a building but almost guaranteed grant funding if they <br />built their own facility. Clark Eden and Gwen Howell, on behalf of CAFV, spoke in favor <br />of the proposal. Mayor Crabtree declared the Public Hearing closed. Vice Mayor <br />Teague moved to adopt the following Ordinance, on an emergency basis; the motion <br />was duly seconded and carried by the following roll call vote, with all members voting: <br />Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.2-2200, it is stated that <br /> the purpose for which this Ordinance is initiated is to promote the <br /> <br /> <br />
