December 11, 2001 <br /> <br /> Council considered conducting a Public Hearing and adopting Ordinances to <br />rezone an area located between Lester, Green, and Clay Streets and the railroad right- <br />of-way. City Manager Reynolds stated that the original proposal presented would have <br />rezoned a single parcel containing 30,0000 square feet. The Planning Commission had <br />denied this proposal with a concern of spot zoning. The revised proposal, presented <br />tonight, includes ten parcels containing 10.03 acres and would change the zoning to <br />RP-1. The benefits of the revised prop.osal include (1) it is comprehensive and <br />promotes the welfare of the community as a whole, (2) the historical M-1 land use is no <br />longer valid, and (3) RP-1 zoning allows uses that create job and capital investments <br />more in-line with present-day economic conditions. Mayor Crabtree declared the Public <br />Hearing open. Bill Adkins, property owner, spoke in favor on the proposal, as did <br />Thelma Pinkard, of 208 Park Street, and Robert Turner. Vice Mayor Teague moved to <br />adopt the following Ordinance, on an emergency basis; the motion was dulY seconded <br />and carried by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) <br />- Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) ' None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.2-2200, it is stated that <br /> the purpose for which this Ordinance is initiated is to promote the <br /> public health, safety, convenience and welfare of its citizens and to <br /> plan for the future development of the community, that the Zoning <br /> Map of the City of Martinsville, Virginia, be - and is hereby - <br /> amended to the extent that Parcels 33(3)F/1,2; 33(3)G/ID, 1C-R,3; <br /> 33(2)00/1,2,3,4; and 33(3)G/16 on the Zoning Map of the City of <br /> Martinsville, located between Lester, Green, Wade, and clay street <br /> and the railroad right-of-way, is hereby rezoned from R-9 <br /> Residential and M-1 Industrial to RP-1 Residential-Professional <br /> and, <br /> BE IT FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force immediately upon adoption. <br /> <br /> <br />
