John Carter, of 707 Corn <br />Tassel Trail, stated that he purchased a boat specifically for the reservoir and that the <br />best time to fish is at sunrise. Council Member Roop moved to adopt the following <br />Resolution, on second reading and an emergency basis, with an effective date of <br />January 1, 2002; the motion was duly seconded and carried by the following vote, with <br />Vote 4 - 1; Yeas (4) - Crabtree, Ferrill, Roop, Teague; Nays (1) - <br /> <br />all members voting: <br />Dallas: <br /> <br />WHEREAS, Martinsville City Council first adopted rules and <br />regulations governing the use of Beaver Creek Reservoir and the <br />adjacent areas for recreational purposes in June of 1956, which <br />regulations have been revised in February of 1961, January of <br />1994, and in August of 1995; and <br />WHEREAS, a further revision of said regulations is deemed <br />advisable; <br />NOW THEREFORE, BE IT RESOLVED by the Council of the City <br />of Martinsville, Virginia, assembled in regular sessions held <br />October 23, 2001, and November 13, 2001, that said rules and <br />regulations be, and they hereby are, revised, as shown on the <br />attached rules and regulations governing the use of Beaver Creek <br />Reservoir and the adjacent areas for recreational purposes. <br /> <br />Council considered authorizing the Mayor to execute an Economic Development <br /> <br />Services Agreement with Henry County. Tiffani Underwood, City Economic <br /> <br />Development Marketing Director, reviewed a presentation made recently to the Virginia <br /> <br />Economic Development Partnership. Council Member Dallas stated, "The money that <br /> <br />we spend, we should spend it wisely." Vice Mayor Teague stated, "It's an investment to <br /> <br />get jobs here and to increase the tax base." Earl B. Reynolds, Jr., City Manager, stated, <br /> <br />"In these economic times, people are investing in the future. If we don't do it, nobody <br /> <br />else will." John Sanders, of 208 Starling Avenue, stated, "1 can't believe anybody can <br /> <br /> <br />
