based paint certifications to the Housing Rehabilitation Coordinator and homeowners. The <br />Rehabilitation Specialist shall review the completed work write-up with the property owner and <br />tenant, and in the case of rental property, shall secure a signature from the property owner <br />indicating approval of the scope of work. This shall be done prior to bidding the job. <br /> <br />IV. ELIGIBLE AREA <br /> <br />The project service area encompasses the R.P. Thomas Neighborhood Improvement Project Area <br />as mapped in the Community Improvement Grant application. The applicant must reside in the <br />project area or own rental property in order to apply for financial assistance in the rehabilitation <br />of his or her house. <br /> <br />¥. ELIGIBILITY FOR ASSISTANCE <br /> <br />In addition to the property location, an applicant's eligibility shall be determined on the basis of <br />household income, the applicant's term of residency in or ownership of the property, and the <br />capability of the property to be rehabilitated. The program will not benefit moderate-income <br />persons to the exclusion of low-income persons. It will not prioritize beneficiaries so as to <br />discriminate against large families and female-headed households. <br /> <br />A. Income Eligibility <br /> <br />An applicant or tenant must meet the following eligibility "tests". <br /> <br />The adjusted gross family income for the previous year cannot exceed 80 percent <br />of the area median income by family size as issued annually by the U.S. <br />Department of Housing, as listed below for the year 2001: <br /> <br />*Number of Persons in Household <br /> 1 <br /> <br />Maximum Income <br /> $23,000 <br /> <br />2 $26,300 <br /> <br />3 $29,600 <br /> <br />4 $32,900 <br /> <br />5 $35,500 <br /> <br />6 $38,150 <br /> <br />7 $49,750 <br /> <br />8 $43,400 <br /> <br />* FY 2001 Section 8 Income Limits <br /> <br />NOTE: Maximum Income limits will be revised annually as income levels are released by HUD. <br /> <br />2 <br /> <br /> <br />
