' I. PROGRAM GOAL <br /> <br />The provision of safe, sanitary and affordable housing in a suitable neighborhood living <br />environment for the citizens of the R.P. Thomas Neighborhood is the stated goal of the <br />Martinsville City Council and the Housing Rehabilitation Advisory Board. The housing <br />rehabilitation program will provide financial and technical assistance to those qualified residents <br />who are not financially able to resolve their own housing deficiencies to repair and maintain <br />homes to ensure lasting benefits for 10 to 15 years. <br /> <br />II. PROGRAM GUIDELINES <br /> <br />The R.P. Thomas Neighborhood Housing Rehabilitation Program will operate in accordance <br />with written guidelines established for the implementation of the housing rehabilitation effort by <br />City Council and the Housing Rehabilitation Advisory Board. Every family and individual will <br />be treated with fairness and consistency. The adopted program standards will apply equally to <br />each applicant for assistance. <br /> <br />III. HOUSING REHABILITATION PROGRAM STAFF <br /> <br />The R.P. Thomas Neighborhood Housing Rehabilitation Program will be implemented by the <br />following positions: <br /> <br />Project Manager - the CDBG Project Manager will be responsible for the overall implementation <br />and management of the program. All positions involved in the project will report directly to the <br />Project Manager. <br /> <br />Housing Rehabilitation Coordinator - The City will use existing staff in the Housing Services <br />Office as the Housing Rehabilitation Coordinator overseeing all day-to-day program activities <br />including program outreach, receiving and verifying applications for housing rehabilitation <br />assistance; reporting to the Housing Rehabilitation Program Board; scheduling the Housing <br />Rehabilitation Specialist for insPections; reviewing inspection reports; reviewing work write-ups, <br />cost estimates and bid packages; overseeing the bidding; and loan closings. The Housing <br />Rehabilitation Coordinator will monitor the construction activity and process contractor <br />payments. This position will coordinate education and training of beneficiaries in order to assure <br />proper use and maintenance of newly installed equipment and facilities. <br /> <br />Housing Rehabilitation Specialist - the Housing Rehabilitation Specialist will be responsible foi- <br />the quality and cost control of construction. Specific duties include initial property inspection; <br />blower door testing; pre-qualifying contractors; preparing work write-ups, cost estimates, Master <br />Specifications, job specifications, bid packages (both rehabilitation and substantial <br />reconstruction); holding pre-bid and pre-construction conferences; issuing addenda; managing <br />bidding, recommending contract award; performing construction inspections; approving change <br />orders; approving pay requests; and closeout of individual projects. In addition, the Housing <br />Rehabilitation Specialist will be responsible for obtaining electrical certifications, certifying that <br />housing quality standards violations have been corrected, and providing warranties and lead <br /> <br /> <br />
