BYLAWS <br /> of the <br />R.P. THOMAS HOUSING REHABILITATION BOARD <br /> <br />ARTICLE I - THE BOARD <br /> <br />Section 1. Names of the Board. The name of the Board shall be the "R.P. <br />Thomas Housing Rehabilitation Board." <br /> <br />Section 2. Purpose of the Board. The purpose of the Board shall be to set <br />policies and procedures that govern the R.P. Thomas Housing Rehabilitation <br />Program. The' Board shall review and approve applications for financial <br />assistance through the program, the terms of said assistance, and a list of <br />contractors eligible to bid on housing rehabilitation jobs; and shall authorize <br />bidding and award contracts for housing rehabilitation. <br /> <br />Section 3. Office of the Board. The offices of the Board shall be in the City <br />Hall of Martinsville, Virginia, but the Board may hold its meetings at such <br />places and times as it may designate. <br /> <br />Section 4. Board Members. The Board shall consist of a minimum of five <br />members, who shall be appointed by the Marfinsville City Council. The <br />Boar{shall include the City Manager, a City Council member, and at least <br />one resident of the R.P. Thomas Neighborhood who is a nonbeneficiary. <br /> <br />ARTICLE II - OFFICERS <br /> <br />Section 1. Officers. The Officers of the Housing Rehabilitation Board shall <br />be a Chairman, Vice-Chairman, and Secretary. <br /> <br />Section 2. Chairman. The Chairman shall preside at all meetings of the <br />Board. <br /> <br />Section 3. Vice-Chairman. The Vice-Chairman shall perform the duties of <br />the Chairman in the absence or incapacity of the Chairman; and in case of <br />the resignation or death of the Chairman, the Vice-Chairman shall perform <br />such duties as are imposed on the Chairman until' such time as the Board <br />shall elect a new chairman. <br /> <br /> <br />
