Be <br /> <br />The program will not prioritize beneficiaries in such a manner as to discriminate <br />against minority, elderly, large families and female-headed households. <br /> <br />· The program will not require payment of taxes or fees as a precondition of assistance. <br /> <br />· The program does not require first-lien position. <br /> <br />· The program will not require contractors to be bonded if adequate credit is <br /> established. <br /> <br />The program will execute a rehabilitation contract for all units that shall include work <br />specifications, dollar amount of contract, lead-based paint certification, and federal <br />contact inserts concerning Equal Opportunity. <br /> <br />The mortgage documents securing the five year lien on the rehabilitated property will <br />require the occupants of the property to participate in the City's housing maintenance <br />education and training program. <br /> <br />Solicitation of Applications <br /> <br />Access to submit applications will be afforded to all persons regardless of age or <br />disability. A neighborhood meeting will be held to provide information on the program to <br />residents within the target area. Additionally, brochures describing the program will be <br />distributed to each of the homes located in the neighborhood. The brochure will describe <br />the program procedures, criteria, and locations of meetings at which further questions can <br />be asked. Households with literacy problems will be visited to explain the program. <br /> <br />A statement <br />provided to <br />abided by. <br /> <br />regarding the Provision of the Privacy Protection Act of 1976 will be <br />each applicant with the assurance that their rights under the Act will be <br /> <br />Each applicant will be required to provide a statement indicating the names and ages of <br />all household occupants who will reside in the rehabilitated property. <br /> <br />Application Procedures <br /> <br />Applications for housing rehab assistance will be accepted beginning at the initial <br />neighborhood meeting outlining the housing rehabilitation program. <br /> <br />Eligible applications will be ranked according to the selection system shown below. <br /> <br />Family Characteristics <br /> <br />Points <br /> <br />Female Headed Household (1 or more children) <br /> <br />11 <br /> <br /> <br />
