o <br /> <br />Strategies such as rehabilitation and relocation must be explored and documented <br />as infeasible before this option is exercised. <br /> <br />The dwelling must meet the definition of "Unsuitable for Rehabilitation" per <br />Section V-B. <br /> <br />In the case where a contractor has physically begun rehabilitation and it is <br />discovered that conditions are worse than expected, making the property <br />"Unsuitable for Rehabilitation" by the local definition, the locality may terminate <br />the contract and proceed with "substantial reconstruction" after submitting and <br />having approved a written request to VDHCD explaining the situation. <br /> <br />For properties which are determined to be "Unsuitable for Rehabilitation" <br />following the submission of the application to DHCD or during the course of the <br />project, but prior to actual construction, the following process MUST be followed: <br /> <br />ao <br /> <br />The Rehab Specialist must prepare a written itemized cost estimate of the <br />repairs needed to bring the house to Section 8 Housing Quality Standards <br />and the cost must clearly exceed the limitations in the Program Design; or <br />the Rehab Specialist must document that a structural condition exists <br />which clearly causes the property to meet the definition of "Unsuitable for <br />Rehabilitation" as set forth in the Program Design. <br /> <br />bo <br /> <br />The Rehab Specialist must prepare plans and specifications for the <br />proposed substantially reconstructed house, and either prepare an itemized <br />cost estimate or secure bids from contractors and suppliers for the cost of <br />the proposed house. <br /> <br />C° <br /> <br />Information concerning comparable newly constructed houses either in the <br />neighborhood or in similar neighborhoods must be secured. The <br />information should include the cost, square footage, acreage, and <br />amenities. <br /> <br />A statement from an appraiser or someone experienced in real estate and <br />familiar with the local housing market must be obtained to assess the <br />estimated value of the proposed substantially reconstructed house, <br />including land. <br /> <br />e. The cost of the proposed substantially reconstructed house MUST: <br /> <br />Be LEsS than <br />house; <br /> <br />the estimated.cost <br /> <br />Of rehabilitating the existing <br /> <br />2. Be 20% LESS than the price of comparable newly constructed <br /> houses; and <br /> <br /> <br />
