C. Relocation <br /> <br />In instances where a property is encountered that is documented as "Unsuitable for <br />Rehabilitation" as defined in Section V-B, the City has the option of voluntarily <br />relocating the family from the dilapidated house. The relocation would be to a <br />comparable house in standard condition or to a house that can be rehabilitated to Section <br />8 standards. The property to be rehabilitated must be located in the R.P. Thomas <br />Neighborhood. Relocation payments and down payment assistance plus rehabilitation <br />costs cannot exceed $25,000. This does not include reasonable moving expenses. <br /> <br />If the relocation involves a rental unit there are two options to explore. The first involves <br />a homeownership opportunity. In this case, the Housing Rehabilitation Coordinator <br />would provide program funds to assist with financing, and assist the renter in negotiating <br />with financial institutions and the investor-owner for the purchase of the existing unit. <br />The City would then finance the substantial reconstruction of the property. Secondly, the <br />tenant can be relocated to a comparable available rental unit. If neither of these options <br />can be achieved, the Housing Rehabilitation Coordinator must terminate the case file. <br /> <br />There are two options for units that are owner-occupied and documented as unsuitable for <br />rehabilitation. The owner-occupant can either be relocated to a comparable owner- <br />occupied unit or his substandard property can be substantially reconstructed. <br /> <br />Temporary relocation may be required in a limited number of rehabilitations where the <br />property will require substantial rehabilitation or lead-based paint abatement. The <br />Rehabilitation Coordinator will provide assistance to the occupants in finding and paying <br />for a temporary relocation resource. However, as a pre-condition of receiving this <br />assistance, the occupants will be expected to explore lower-cost arrangements such as <br />staying with relatives or friends <br /> <br />D. Substantial Reconstruction <br /> <br />If, during the implementation of the housing rehabilitation program, the City qualifies a <br />family in a dilapidated dwelling that is determined "Unsuitable for Rehabilitation", the <br />City will seek VDHCD approval to substantially reconstruct the house on the same site at <br />a cost not to exceed $33,000 (plus eligible exceptions) after all other options including <br />relocation have been fully explored and documented as infeasible. Substantial <br />reconstruction will be pursued only upon written approval from VDHCD. The established <br />policy of VDHCD for substantial reconstruction noted below will be followed: <br /> <br />1. The occupants of the house must be the owners of the property. <br /> <br />Expenditures for substantial reconstruction are limited to $33,000 plus eligible <br />exceptions up to $20,000. <br /> <br /> <br />
