Enclosure #2 <br /> <br />Martinsville <br />A CITY WITHOUT LIMITS <br /> <br />August27,2001 <br /> <br />The Honorable Mayor and City Council <br />City of Martinsville <br />Martinsville, Virginia <br /> <br />Dear Council Members: <br /> <br />The Planning Commission, at its regular meeting of August 23,2001, conducted a <br />duly advertised Public Hearing on a request by Citizens Against Family Violence, <br />to rezone property located at 200 Lester Street, (known as parcel 23(02)1 on the <br />Tax Map of the City of Martinsville) from M-1 Industrial to RP-1 Residential- <br />Professional. <br /> <br />At the Public Hearing it was noted there is a need for relocation of emergency <br />shelter, associated buildings and parking to accommodate battered 'and abused <br />women. The current zoning of the proposed location will not allow the residential <br />housing that is a segment of this project. The 5.34t acre tract is surrounded by C- <br />3 Commercial, M-1 and M-2 Industrial zoning classifications. This area of <br />Lester Street (located at the comer of Wade Street), designated as Industrial on <br />the Proposed Land Use Map of the Comprehensive Plan, will be proposed for <br />redesignation as Professional. There was no adverse response from th.e adjacent <br />property owners. <br /> <br />In order to assure compliance with Virginia Code 15.2-2200, it is stated that the <br />public purpose for which these Resolutions are initiated is to promote the public <br />health, safety or general welfare of its citizens and to plan for the future <br />development of the community. <br /> <br />Following evidence heard at the public hearing, the Planning Commission voted <br />unanimously (6-0) to recommend to City Council the rezoning be granted. <br /> <br />55 West Church Street P.O.
