August 14, 2001 <br /> <br />127 <br /> <br />WHEREAS, Branch Highways, Inc. has proposed to the Virginia <br />Department of Transportation to complete the 30-mile segment of <br />U.S. Route 58 between Stuart and Hillsville; and <br />WHEREAS, the Virginia General Assembly adopted the Public <br />Private Transportation Act of 1995 (PPTA) to encourage private <br />initiatives in meeting the Commonwealth's transportation needs; <br />and <br />WHEREAS, Branch Highways has developed a strong reputation <br />with the Virginia Department of Transportation for outstanding <br />highway construction and has experience in building U.S. Route 58 <br />and significant experience in building roads in mountainous areas; <br />and <br />WHEREAS, Branch Highways has assembled a team of experts to <br />complete U.S. Route 58 approximately 10-15 years earlier than <br />currently expected with a significant cost savings to Virginia <br />taxpayers; now, therefore, <br />BE IT RESOLVED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled August 14, 2001, that it does <br />hereby endorse the proposal of Branch Highways to build U.S. <br />Route 58 under PPTA and requests that the Virginia Department of <br />Transportation act favorably on the propOsal at its earliest <br />convenience; and <br /> BE IT FURTHER RESOLVED by said Council that it calls upon all <br /> citizens and local governments to likewise contact the Virginia <br /> Department of Transportation and encourage acceptance of this <br /> proposal in order to complete this vital project. <br /> <br />Council considered adoption of documents related to receipt of Community <br /> <br />Development Block Grant funds for Academy Place (R. P. Thomas Trucking site). City <br /> <br />Manager Reynolds stated that the City was notified several months ago that the <br /> <br />application had been approved. Wayne Knox, Planning, Zoning, & Housing Manager, <br /> <br />stated that the purposes of these documents are to ensure fair housing to all citizens, <br /> <br />employ as many local people as possible, and ensure that people are not displaced <br /> <br />unfairly without compensation. Council Member Roop moved to adopt the Residential <br /> <br />Anti-Displacement and Relocation Assistance Plan; the motion was duly seconded and <br /> <br />carried by the following vote, with all members voting: Vote 5 - O; Yeas (5) - Crabtree <br /> <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None. Vice Mayor Teague moved to adopt the <br /> <br /> <br />
