Council <br />Members voiced their appreciation to these individuals. <br /> <br /> Council considered a presentation by Bonnie Greenwalt, Director of Tourism for <br />Martinsville & Henry County, regarding the Virginia Racing Region Guide. Mrs. <br />Greenwalt reviewed the history and current distribution statistics of the brochure. She, <br />also, gave an update of the activities of the Office of Tourism since October 2000. <br /> Council considered business from the floor. Thelma Pinkard, of 208 Park Street, <br /> discussed her concerns of property maintenance and drug activity issues in the <br /> Southside neighborhood. Earl B. Reynolds, Jr., City Manager, Fred Gordon, Building <br /> Official, and Michael Rogers, Chief of Police, were active in the discussion. Council <br /> directed City Manager Reynolds to follow-up with Mrs. Pinkard. Gloria Hylton, of 402 <br /> Second Street, expressed appreciation from her neighborhood citizens for the R. P. <br /> Thomas area project. John Sanders, of 208 Starling Avenue, asked about the status of <br /> the economic development plan. Mayor Crabtree responded that it was discussed at <br /> the strategic planning meeting and will be implemented by September 30, 2001. <br /> Council considered approval of Ordinance No. 2001-5 amending the City Code <br /> related to the Property Maintenance Ordinance. Mr. Gordon stated that by adopting this <br /> ordinance, the City would bring itself into statewide compliance. He added that when <br /> the code was adopted in 1997, the State already had codes in place, thereby overriding <br /> the City's. David B. Worthy, City Attorney, clarified for Council that this ordinance would <br /> allow for criminal or civil offenses, at the City's discretion.
