Enclosure #1-b 137 <br /> <br />September 11,2001 <br /> <br />A regular, semi-monthly <br /> <br />meeting of the Council of the City of Martinsville, <br /> <br />Municipal <br /> <br />included: <br /> <br />Members J. Ronald Ferrill and Terry L. Roop. <br />absent. <br /> <br />Virginia, was held on September 11, 2001, at 7:30 P. M., in Council Chamber of the <br />Building, with Mayor Mark Crabtree presiding. Council Members present <br /> <br /> Mark A. Crabtree, Mayor; M. Gene Teague, Vice Mayor; and Council <br /> <br /> Council Member Bruce H.T. Dallas was <br /> <br /> Following the invocation with a moment of silence for the victims and families of <br />today's attacks on the World Trade Center and the .Pentagon, Mayor Crabtree <br />welcomed everyone to the meeting. <br /> <br /> Council Member Ferrill moved to adopt the Minutes of August 14, 2001, and <br />August 23, 2001, as amended; the motion was duly seconded and carried by the <br />following vote, with all members present voting: Vote 4 - 0; Yeas (4) - Crabtree, Ferrill, <br />Roop, Teague; Nays (0) - None. <br /> <br /> Council considered business from the floor, but there was none. <br /> <br /> Council considered conducting a Public Hearing on a request by Virgia B. <br />Hobson to rezone property located at 1009 Fayette Street, from R-9 Residential to C-lA <br />Commercial and adopting an Ordinance authorizing the rezoning. Wayne D. P. Knox, <br />Planning, Zoning, & Housing Manager, stated that the current use of this property as a <br />carwash constitutes a pre-existing, non-conforming use in a residential zone and to <br />retain the use as a carwash and add a new use of a small engine repair requires a <br />commercial zoning classification. He added that this area of Fayette Street is already <br />designated as Commercial on the Proposed Land Use Map of the Comprehensive Plan. <br />Council Member Roop stated, "1 share the concerns of citizens of what is happening to <br /> <br /> <br />
