Council discussed the possibility of conditional zoning. David B. Worthy, City <br /> Attorney, expressed concerns of whether the stipulations of conditional zoning go with <br /> the land or the personal owner. He questioned, also, the legality of conditional zoning <br /> because of existing mixed zoning in this area. Earl B. Reynolds, Jr., City Manager, <br /> stated, ,Conditions must be proffered by the land owner and generally applY to physical <br /> amenities. Under today's standards, there's very little use for the property." Vice Mayor <br /> Teague moved to approve the request and adopt, on an emergency basis, the following <br /> Ordinance; the motion was duly seconded and carried by the following roll call vote, with <br /> <br />all members present voting: <br />Nays (0) - None: <br /> <br />Vote 4 - 0; Yeas (4) - Crabtree, Ferrill, Roop, Teague; <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular session assembled, that in order to assure <br />compliance with Virginia Code Section 15.2-2200, it is stated that <br />the purpose for which this Ordinance is initiated is to promote the <br />public health, safety, convenience and welfare of its citizens and to <br />plan for the future development of the community, that the Zoning <br />Map of the City of Martinsville, Virginia, be - and is hereby - <br />amended to the extent that Parcel 30(06)01A & I of the Zoning <br /> <br /> <br />
