133 <br />August 28, 2001 <br /> <br />City while serving as United States Attorney for the Western District of Virginia. Mr. <br />Crouch replied, "Martinsville and Henry County have always remained in our hearts. <br /> <br />Teamwork has been key between my office staff and the law enforcement officers." <br /> Council considered business from the floor, but there was none. <br /> <br /> Council conducted a Public Hearing related to a Local Law Enforcement Block <br />Grant for the Police Department. City Manager Reynolds stated that this is a <br />requirement to receive $25,824 and supplemented by a local match of $2,869 from <br />forfeited asset funds. Mayor Crabtree declared the Public Hearing open. Chief Rogers <br />elaborated on the items to be purchased, including trauma plates, battery backups for <br />the radio system, personal computers, and less lethal munitions. Mayor Crabtree <br />declared the Public Hearing closed. <br /> <br /> Council considered conducting a Public Hearing and approving, on first reading, <br />of Ordinance No. 2001-6 amending Section VIII - Special Use Procedure, Subsections <br />H - R-16 Residential, I - R-9 Residential, and J - R-6 Residential and Section X- <br />District Regulations/Residential of Appendix B - Zoning Ordinance of the City Code. <br />Wayne D. P. Knox, Planning, Zoning, & Housing Manager, stated that the proposed <br />amendments make the ordinance more user-friendly, moved things for clarity, updated <br />items, and added illustrations. City Manager Reynolds stated that at the work session, <br />by general Consensus with no vote taken, Council agreed to (1) either abolish allowing <br />manufactured homes or allow a mobile home park with stringent restrictions and (2) <br />leave the maximum number of dwelling units per structure at eight but add qualifying <br />words to allow oPportunity.
