Elected officials must be <br />more of an advocate for solutions, selling their ideas, rather that just <br />reacting to citizens. <br /> <br />A melding of public, non-profit and the private sector will be required <br />to meet these new demands. The development of this kind of emerging <br />network is important to local as well as state and national strategies. <br /> <br />Efficiency does not translate into trust. Citizens need ways to connect <br />to their local governTMent. <br /> <br />Tax base changes have not kept up with the new economy. An asset- <br />based tax fails to take into consideration e-commerce and other new <br />ways of conducting business. <br /> <br />Virginia lacks a structure that encourages collaboration. <br /> <br />Government is often not seen as an attractive environment to work in. <br /> <br />Attracting employees will become increasingly difficult. New <br />structures for pay and benefits are likely to be required. <br /> <br />Oversight of government will come more from outside non-profits. <br />Pressure to perform will increase. <br /> <br />Change will come more quickly and will req~re managers to practice <br />"scenario planning" with emphasis on anticipation of circ~mstances <br />and being prepared to implement quick reaction solutiOns. <br /> <br />! <br />! <br />I <br />I <br />I <br />l <br />l <br />I <br /> <br />COMMUNITY CHANGE <br /> <br />Dramatic change has been a regular occurrence for Martinsville these past <br />few years. As Council began its planning session it noted these changes that <br />will impact the community now and in the future: <br /> <br />Loss of local control of many community employers. <br /> <br />Many employees have lost the feeling of family that often was a by- <br />product of their employment. <br /> <br />The commullity has lost many important leaders and their <br />commitment to Martinsville's future. This trend is likely to create <br />leadership voids for the community. <br /> <br />Employment in the community is much more diverse than at any time <br />in recent community history. Many employers have taken the place of <br />a few. <br /> <br />2 <br /> <br /> <br />
