I <br />I <br />I <br /> <br />! <br />I <br /> <br />! <br />I <br /> <br />! <br />! <br /> <br />Nearly 5000 jobs have disappeared from the economy. <br /> <br />Demographics of the community reflect a growing older <br />base. <br /> <br />Community wealth is now more personal than corporate. <br /> <br />Commurlity solutions will require greater collaboration. <br /> <br />population <br /> <br /> Economic Development -- Jobs <br /> <br /> Being fiscally responsible -- Good steward of resources <br /> Creating the most effective govern~ment possible <br /> Identification of sustainable levels of service <br /> <br />Citizen quality of life, community safety and appearance <br />Education -- formal and informal <br /> <br /> Regional cooperation & collaboration <br /> <br /> Leadership development of both staff and community <br /> <br />Community employers and leadership are concerned about work force <br />education, declining customer base, and the deployment of effective <br />and efficient government. <br /> <br />Citizens express concern about jobs, economic security, quality of <br />services, and improvement to the quality of their life. <br /> <br />Local institutions show concern for a diminishing ability to raise <br />money, education of the work force and an increased demand to solve <br />community problems. <br /> <br />The regional perspective appears to be one of "do your own thing" <br />which in some ways leaves Martinsville on the outside looking in. <br /> <br />COMMUNITY PRIORITIES <br /> <br />Considering the community's current conditions and circumstances described <br />above, Council identified the following as the principle priorities of City <br />government for the coming few years: <br /> <br />3 <br /> <br />The community tax base is not growing, requiring municipal <br />government to examine its levels of service and the options for <br />continuing expected services. <br /> <br /> <br />
