Vice Mayor Teague moved to set policy that all home games and practices of the MHS Baseball Team be played at Hooker Field and add an additional $13,285 to the Leisure Services FY2001-2002 budget; the motion was duly seconded and carried by the following vote, with all members voting: Vote 3 - 1; Yeas (3) - Crabtree, Ferrill, Teague; Nays (1) - Dallas. Vice Mayor Teague moved to set policy that the American Legion League be allowed to use Hooker Field for ten home games and ten practices and the Colt League be allowed to use Hooker Field for seven home games and seven practices with the appropriate costs being added to the FY2001-2002 budget; the motion was duly seconded and carried by the following vote, with all members voting: Vote 3 - 1; Yeas (3) - Crabtree, Ferrill, Teague; Nays (1) - Dallas. Council Member DallaS clarified that he voted against the motions due to. the fund ng ncreases~.a~ ~nd not the use of Hooker Field. Regarding the status of Fire Department personnel, Jerry Brock, Chief of Fire, presented a historical perspective of the issue. He stated the following staffing statistics:- ;I 1% of the time-fully staffed; 24% - one firefighter off duty; and 65% - two firefighters off duty. As an alternative to hiring three full-time firefighters, he presented a proposal of part-time firefighters. The plan could be implemented in early 2002 and funded with the current budget proposal. By general consensus and no vote taken, Council agreed for Staff to proceed With 'the part-time personnel plan. Regarding the status of Utility Billing personnel, City Manager Reynolds clarified the two positions in question - one is currently with Ameristaff and one is a part-time
