Accept and appropriate the following in the Capital Reserve Fund of the <br /> City's FY2000-2001 Budget: <br /> 1. $200,000 from the Governor's Opportunity Fund into Revenue <br /> 16101917-416611--Governor's Opportunity Fund/Investors Corp. <br /> for Expenditure 16582373-509181--Governor's Opportunity Fund/ <br /> Investors Corp. <br /> <br /> Regarding the scheduled joint meeting with the Henry County Board of <br />Supervisors, Mayor Crabtree requested that Council reacquaint itself with the 1997 <br />Strategic Plan. Council questioned whether or not Henry County wants to have a joint <br />meeting as the next step and directed the City Manager to ascertain an answer. Mayor <br />Crabtree read a letter from Mallard & Mallard complimenting the Water Resources <br />Department. <br /> <br /> Council considered the need to meet in Closed Session. In accordance with <br />Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion <br />by Council Member Roop, duly seconded, and by unanimous recorded vote, Council <br />convened in Closed Session, for the purpose of discussing the following matters: <br /> <br /> A. Appointments to various Boards/Commissions, as authorized by <br /> Subsection 1. <br /> 1. Blue Ridge Regional Library Board <br /> 2. Piedmont Regional Community Services Board <br /> 3. Patrick Henry Development Council Board <br /> B. Personnel matters under the jurisdiction of the City Council, as <br /> authorized by Subsection 1. <br /> C. Possible disposition of publicly-held real property where discussion <br /> in an open meeting would adversely affect Council's bargaining <br /> position or negotiating strategy, as authorized by Subsection 3. <br /> <br /> At the conclusion of this Closed Session, each member of Council certified that <br /> (1) only public business matters exempt from open meeting requirements were <br /> <br /> <br />
