Enclosure #2-b

Martinsville
A CITY WITHOUT LIMITS

June 14, 2001

TO:

FROM:

SUBJECT:

City Manager Earl B. Reynolds, Jr.

Captain Ted Anderson, EMS Coordinator, Fire Department

Cardiac Technician Criteria

We have recently had eight individuals to attain the status of Cardiac Technician and we
would like to recognize them at City Council's meeting on July 10, 2001.

In order to even be accepted into a Cardiac Technician program, a candidate must have
the following: a basically clean record, be in good standing with an EMS agency, a
current basic Life Support certification (a twelve hour course), at minimal a current
Emergency Medical Technician certification (a 131 hour course), and in most cases a
current Shock-Trauma Certification (an 87 hour course). The Cardiac Technician course
itself lasts at least 61.5 to 141.5 hours, dependant upon the level at which they enter the

program.

At the completion of the Cardiac Technician course, a person will have spent close to 300
hours in class to reach this Advanced Life Support certification. This does not include the
studying and practicing that is done outside of the course to ensure passing of the chal-
lenging written and practical tests that are administered by the Virginia Office of EMS.

A few of the skills that can be performed at the C.T? level are: administering IVs,
cardiac, respiratory, anti-seizure, diabetic emergency, and overdose antidote medications,
along with many more medications, intubating patients (endotracheal tube insertion into
the trachea), defibrillation, cardioversion, and pacing the heart (delivering specific
electrical shocks to the heart), and interpreting & treating heart conditions after analyzing
an Electro-Cardio-Gram of the heart (proPerly placing electrodes on a patient to look at
different angels of the electrical activity of the heart).

To say the least, this is a highly respected and responsible certification. These people are
a valuable asset not only to the City of Martinsville, but especially to the community they
serve so unselfishly.

We want to recognize and congratulate the following individuals: Jay Russell, Jimmy
Ashworth, Tony Beal, Donald Lucado, Dan Howell, Kenneth Draper, Greg Reeves, and
Wesley Brooks.

55 West Church Street RO.
