Council Membe~w
Mark A. Crabtree. Mayor
M. Gene Teaguc. Vice-Mayo[
Bruce H. T. Dallas
Elizabeth H. Haskell
Terry I.. Roop

Martinsville
A CITY WITHOUT LIN IT.~

RESOLUTION

Enclosure #2-a

City Man. ager
Earl B. Reynolds, Jr.
City Attorney
David B. Worthy
Clerk of Council
Johnathan B. Phillips

WHEREAS, the Martinsville City Council realizes the importance of fire safety in that each
year, there are nearly 2 million fires in the United States. In these devastating fires, there are
approximately 108 civilian deaths per year in the Commonwealth of Virginia. Additionally, on
average, 100 firefighters are killed nationwide during fire suppression activities.

WHEREAS, the mission of the Martinsville Fire Department is to save lives and protect
property. Modem, state-of-the-art firefighting equipment is an integral component of fire
department operations in mitigation of firefighter injuries and deaths, reduction of civilian
casualties, and conservation of property.

WHEREAS, during firefighting operations, firefighters are subjected to adverse environmental
conditions while searching for and rescuing fire victims. Fires produce toxic smoke, poor
visibility, extreme heat, and other barriers that hinder rapid and thorough efforts for optimal
probability of survival.

WHEREAS, with new innovation and technology, thermal imagery cameras are recognized
nationwide as a fire service standard for enhancement offirefighter duties. By looking through a
hand-held camera, these devices enable firefighters to see victims, even through dense and
potentially deadly smoke. Thermal imagery cameras are proven to save lives, reduce pain and
suffering, and result in the reduction of odds for firefighter mortality.

WHEREAS, Altrusa International of Martinsville and Henry County,. a community
organization, has voluntarily come forth and graciously agreed to raise the necessary capital for
the procurement of this cutting-edge technology. At an expense of nearly $18,000, Altrusa
International will seek funds, through private contributions to equip the Martinsville Fire
Department with a thermal imagery camera. By doing so, the dtizens of Martinsville will enjoy
a new sense of security thanks to a community organization's need for serving the community.

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session
assembled August 8, 2000, that Altrusa International of Martinsville and Henry County is
publicly recognized for extraordinary efforts in its vision for the community and
wholeheartedness in the initiative aforementioned.

John4han B.
