78 May 22, 2001 C. Set a Public Hearing for June 12, 2001, on the City's Budget for Fiscal Year 2001-2002 and establishing tax rates for same. Council conducted a review of the Sheriff's Department's proposed budget for FY 2001-2002. Sheriff Steve Draper stated that are no real increases. A discussion was held regarding the court renovations and full-time officers. Council considered the need to meet in Closed Session. In accordance with Section 2.1-344 (A) of the Code of Virginia (1950, and as amended) and upon motion by Council Member Dallas, duly seconded, and by unanimous recorded vote, Council convened in Closed Session, for the purpose of discussing the following matters: A. Appointment to the Industrial Development Authority Board, as authorized by Subsection 1. B. A prospective business or industry or expansion of an existing business or industry where no previous announcement has been made of the business' or industry's interest in locating or expanding its facilities in the community, as authorized by Subsection 5. At the conclusion of this Closed Session, each member of Council certified that (1) only public business matters exempt from open meeting requirements were discussed in said Closed Session; and (2) only those business matters identified in the motion convening the Closed Session were heard, discussed, or considered during said Session. Upon return to Open Session, Council took the following action: A. Council Member Roop moved to appoint James H. Johnson, Jr., of 1507 White Oak Court, to an unexpired four-year term on the Industrial Development Authority, ending September 26, 2003. The motion was duly seconded and carried by the following vote: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, Ferrill, Roop, Teague; Nays (0) - None. B. No action.
