75 <br /> May 22, 2001 <br /> <br />1122 South Askin Street, expressed support of a youth center and suggested either the <br />former Brown Street gymnasium or the former Mission Center. He expressed, also, <br />concern regarding inappropriate refuse box usage. John Sanders, of 208 Starling <br />Avenue, asked whether or not the City had received a response from its letter to the <br />County of Henry regarding economic development. Mayor Crabtree replied that no <br />response has been received, no meeting is scheduled, and the City is still committed to <br />a regional approach. <br /> <br /> Council considered conducting a Public Hearing and adopting an Ordinance on a <br />request from Shelton H. Blackwell, Jr., to rezone 603 East Church Street, known on the <br />City Tax Map as 34(3G)17R, from R-9 Residential to P-2 Professional. Wayne D. P. <br />Knox, Planning, Zoning, & Housing Manager, stated that the Planning Commission did <br />not receive any comment at its public hearing. However, one resident's concern was <br />received and alleviated by staff providing additional information and explanation. The <br />structure will be used as the office of the Martinsville-Henry County Association of <br />Realtors. Mayor Crabtree declared the Public Hearing open. Mr. Blackwell stated that <br />this would be an asset to the community. Mayor Crabtree declared the Public Rearing <br />closed. Council requested a complete review of the entire neighborhood and an update <br />regarding the litigation process of one of the properties. Vice Mayor Teague moved to <br />adopt the following Ordinance; the motion was duly seconded and carried by the <br />following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, Dallas, <br />Ferrill, Roop, Teague; Nays (0)- None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, in regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.2-2200, it is stated that <br /> the purpose for which this Ordinance is initiated is to promote the <br /> <br /> <br />
