53 <br />April10,2001 <br /> <br />Plan designating the area on the east side of the extension of Independence Drive <br />(more specifically to be known as 47(1)10, 11, and a portion of 12 on the Tax Map of <br />the City), be shown as Medium Density Residential rather than the present designation <br />of Industrial. Mayor Crabtree declared the Public Hearing open. With no response, he <br />declared the Public Hearing closed. Council Member Roop moved to adopt the <br />following Ordinance, on an emergency basis; the motion was duly seconded and carried <br />by the following roll call vote, with all members voting: Vote 5 - 0; Yeas (5) - Crabtree, <br />Dallas, Ferrill, Roop, Teague; Nays (0) - None: <br /> <br /> BE IT ORDAINED by the Council of the City of Martinsville, <br /> Virginia, is regular session assembled, that in order to assure <br /> compliance with Virginia Code Section 15.2-2200, it is stated that <br /> the purpose for which this Ordinance is initiated is to promote the <br /> public health, safety, convenience and welfare of its citizens and to <br /> plan for the future development of the community, that the <br /> Proposed Land Use Map of the City of Martinsville, Virginia, be - <br /> and is hereby - amended to the extent that the area on the east <br /> side of the extension of Independence Drive, and more specifically <br /> to be known as 47(1)10, 11 and a portion of 12 on the Tax Map of <br /> the City of Martinsville, is designated as being for Medium Density <br /> Residential usage. <br /> BE IT FURTHER ORDAINED by said Council that, an emergency <br /> existing, this ordinance shall be in force immediately upon adoption. <br /> <br /> Council considered a presentation by a representative from the State Corporation <br />Commission (SCC) regarding the proposed change in the City's telephone Area Code. <br />Steve Bradley, SCC Deputy Director, stated, "The problem was that we were running <br />out of numbers. Five public hearings were held - one in Richmond, one in Abingdon, <br />one in Harrisonburg, one in Roanoke, and one I can't remember. The two alternatives <br />presented were geographic overlay and new numbers. The option of new numbers was <br />chosen to retain seven-digit local dialing, maximize and balance remaining area code <br />life, and no changes to dialing patterns to either Roanoke or Danville.
