<br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular
<br />session assembled on November 14, 2000, that it does hereby amend and revise
<br />Section VII--General Sign Regulations, Paragraph C Permitted Signs and
<br />Paragraph N--Permitted Signs in Districts; ec~on X-District Regulations-
<br />Residential, Paragraphs C--Signs R-16 Residential District, Paragraph Cr--Signs
<br />R-9 Residential Diswict, Paragraph K-- Signs R-6 Residential District; Section
<br />Xl--Professional District, Paragraph C--Signs P-1 Medical Professional District,
<br />Paragraph G--Signs P-2 Professional District, Paragraph K--Signs RP-!

<br />Amend Section VII, Paragraph C (Permitted Signs), 2, to read as follows:
<br />
<br />C. Permitted Signs - General Signs Regulations
<br />
<br />2. Real estate sign~ not exceeding eight (8) square fect in area and advertising
<br />the salc or rental of thc land or building upon which such signs arc located.
<br />
<br />2. "Red estate signs -In advertising any property, with fifty (50) feet of street
<br />frontage, for sale, rent, or lease, signs with a combined total surface area not
<br />exceeding five (5) square feet are permitted, and in addition, for each one hundred
<br />fifty (l SO) feet of lat line adjacent to a public street, another five (5) square feet of
<br />signs are permitted. No such signs shall be erected within ten (l O) feet of any
<br />adjacent residential property, nor within the City right - of- way".
<br />
<br />Amend Section VII, Paragraph N (Permitted Signs in Districts), to read as
<br />follows:
<br />
<br />Permitted Signs in Districts
<br />
<br />1. Signs - R - 16 Residential District.
<br />
<br /> a. A temporary, real estate sign announcing the development of a new
<br /> subdivision when only one (l) sign is erected on the land or building
<br /> and when the sign is:
<br />
<br /> I. Not illuminated;
<br /> 2. Fifty (50) square feet or less in area;
<br /> 3. Ten (1 O} feet or less in height;
<br /> 4. Twenty (20) feet or more from any existing or proposed street
<br /> line; and,
<br /> 5. Fifty (50) feet or more J?om any existing or proposed street
<br /> intersection or adjacent property.
<br />
<br /> 6. Such sign shah be removed when eighty percent (80%) of the
<br /> subdivided lots have been sold.
<br />
<br /> b. For religions, fraternal or civic organizations or institutions, roadway
<br /> non - accessory signs or emblems not exceeding six (6) feet in height
<br /> nor four (4) square feet in area. Such signs shall be located within five
<br /> hundred (500) feet of the corporate limits of the city and not on the
<br /> public right-oJzway. Each organization shall be limited to one (I) sign
<br /> for each primary highway entrance to the city. The building official
<br /> may give a special permit for mountings to accommodate two (2) or
<br /> more such signs or emblems.
<br />
<br />2. Signs - R - 9 Residential District
<br /> a. Any signs in the R-16 District is permitted in the R - 9 District.
<br />
<br />3. Signs - R - 6 Residential District
<br /> a. Any signs permitted in the R -16 Di~trict is permitted in the R - 6
<br /> District.
<br />
<br />4. Signs - P- 1 Medical Professional District.
<br /> a. Any signs permitted in the R -16 District is permitted in the P - I
<br /> District.
<br /> b. Signs for buildings occupied by two (2) or mare independent businesses
<br /> shall not exceed one (1) square foot of sign area per one (1) lineal foot
<br /> of building frontage; and signs for single occupancy buildings shall not
<br /> exceed thirty 00) square feet in area. Signs shall not exceed ten (10)
<br /> pet in height and shall be located a minimum of fifieen (15)feet from
<br /> street right-oJ~way line.
<br />
<br />Signs - P- 2 Professional District
<br /> a. Any signs permitted in the P - 1 District is permitted in the
<br /> P- 2 District.
<br />
<br />Signs - RP- 1 Residential District
<br /> a. Any signs permitted in the P - 1District is permitted in the RP~I
<br /> District.
<br />
<br />Signs - C -1 Neighborhood Commercial District
<br /> a. For each shopping center, one (1) ground sign having a maximum
<br /> area of one hundred (100) square feet, maximum overall height of
<br /> thirty (30)feet, minimum distance from sweet line often (l O) j~et,
<br /> and indicating the name of the shopping center. In addition to the
<br /> shopping center name, the one sign may designate a business use
<br /> or a combination of business uses within the center. Individual
<br /> stores within the shopping center may have wall-maunted signs,
<br /> but in no case shah an individual business have an unattached
<br /> accessory sign.
<br />
<br /> b. One (1) wall or painted accessory sign, denoting the name of the
<br /> occupant of the premises, on each wall in which there is a
<br /> primary or secondary enwance to the general public. Such sign
<br /> shall have a maximum area of three (3) square feet for each lineal
<br /> foot of the shortest buiMing frontage occupied by a single
<br /> permitted use.
<br />
<br /> c. For each service station, one (1) ground accessory sign having a
<br /> maximum height of twenty-five (25) feet and area of one hundred
<br /> (100) square j~et and minimum distance of ten (10) feet from a
<br /> street line.
<br />
<br /> d. For each premises, in additidn to other permitted signs, one (l)
<br /> mayable and nonattached accessory sign having a maximum
<br /> height of flye (5) feet and a maximum sign area of twelve (12)
<br /> square feet. Such sign shall be of A-.frame or stand type
<br /> construction, shah be adequately weighted to prevent wind
<br /> movement, and shall not be stationed within five (5) feet of the
<br />
<br />street right-oJ~way line. This provision does not apply to
<br />shopping centers.
<br />
<br />For each premise having accessory vehicular service entrances,
<br />one (1) identification wall sign over each such entrance, having a
<br />maximum area of one (1) square foot for each lineal foot of
<br />entrance opening. Such sign shah serve only to identi~ the
<br />general purpose of such entrance and shall bear no reference to a
<br />specific name or product soM on the premises.
<br />
<br />8. Signs - C1-A Intermediate Commercial District
<br />
<br />The following signs are permitted in the C-IA District:
<br /> 1. Any sign permitted in the R-16, R-9, R-6, P-l, and P-2 Districts.
<br />
<br />Any accessory sign or signs; including signs on marquees and awnings
<br />as defined in Section II provided, that the total sign area for each
<br />premises, including multi-occupancy buildings, shall be the equivalent
<br />to three (3) square feet, or less, for each lineal foot of building frontage
<br />occupied.
<br />
<br />For each service station or public parking lot, one (1) accessory
<br />ground sign of maximum area of ~fiy (50) square feet in addition to
<br />other permissible signs.
<br />
<br />Permitted signs in Section Xll, Paragraph G. 2.and Section XII,
<br />Paragraph G. 3., may extend into the required setback area, but in no
<br />case shall it extend into the right-o.~way; however. in no case nearer
<br />than two (2) feet to the face of the curb adjacent to the traveled way. A
<br />ground sign shall not exceed an overall height of twenty-five (25) feet
<br />above the street or lot, whichever is higher in elevation and a roof sign
<br />shah not exceed an overall height of twenty-five (25) feet above the
<br />roof at point of attachment of the sign base.
<br />
<br />Signs - C -2 Central Business District.
<br /> a. Signs Permitted-- C-2 Central Business District
<br />
<br />One (1) non-illuminated accessory sign for each premises, which
<br />sign may either be wall, projecting or roof mounted. Provided that
<br />any projecting sign not exceed twelve (12) square feet in size, and
