6 <br /> <br />TUESDAY, January 9, 2001 <br /> <br />WHEREAS, the City of Martinsville has always taken into consideration whether or not a health insurance <br />company has a primary relationship with the local hospital as a part of its health care coverage selection <br />process; and <br /> <br />WHEREAS, Trigon had such a relationship with the local hospital at the time of its selection to cover the <br />City's employees; and <br /> <br />WHEREAS, as of December 31, 2000, Trigon announced that its contract with the local hospital had expired <br />potentially causing those insured through the City, as well as the other locally insured public and private <br />sector employees, to pay higher health care costs to utilize the services of the local hospital and/or incur <br />additional expense and inconveniences to travel outside the area for hospital services; now, therefore, <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, Virginia, in regular session assembled <br />January 9, 2001, that it does hereby request the Board of Directors of Memorial Hospital of Martinsville and <br />Henry County .and its administration and the appropriate corporate representatives from Trigonto resolve <br />those issues which are preventing the use of the local hospital by Trigon-insured public and private sector <br />employees as an in-network health care provider; and <br /> <br />BE IT FURTHER 'RESOLVED 'that the 'City'Council of the City of Martinswille is witling'to meet with <br />representatives of the local hospital and Trigon, collectively or individually, to help bring this matter to a <br />successful conclusion. <br /> <br />Council considered adoption of a Resolution opposing proposed State 'budget reductions. City 'Manager <br />Reynolds stated that the City, collectively as a government, should go on record as being unhappy about the <br />proposed budget cuts. As a result of recent reductions, the 'City has been forcedto find innovative ways to <br />replace such funds. Also, the City has seen a cut in funds for constitutional officers. Council moved upon <br />motion duly seconded, with 'allmembers'voting: Vote '5-0; Yeas (5)-'Crabtree, Teague, Dallas, Ferrilt, 'and <br />Roop; Nays(O)- None, adoption of the Resolution as follows: <br /> <br />WllEREAS, the Virginia Commission on Local Government released a report in June 2000 entitled Report on the <br />Comparative Revenue Capacity, Revenue Effort, and Fiscal Stress ofV~rginia's Counties and Cities, 1997/98; and <br /> <br />WHEREAS, the City of Martinsville ranked 16th among 135 localities listed in the Commission' s Report, <br />thus, was eategorized as having a high degree of~scal stress; and <br /> <br />WHEREAS, the City of Martinsville has experienced severe economic decline over the last several years due <br />to industry down sizing and closings; and <br /> <br />WHEREAS, the citizens of Martinsville cannot afford to bear any additional local tax or fee burden; and <br /> <br /> <br />
