Enclosure #3

Council Members
Mark A. Crabtree, Mayor
M. Gene Teague, Vice-Mayor
Bruce H. T. Dallas
J~ Ronald Ferrill
Terry L. Roop

Martinsville
A CITY WITHOUT LII,41T,B

City Manager
Earl B. Reynolds, Jr.

City Attorney
David B. Worthy

Clerk of Council
Johnathan B. Phillips

RESOLUTION

WHEREAS, the City of Martinsville believes that Virginia's A.L. Philpott Manufacturing
Extension parmership (VPMEP) is an essential element in Southside Virginia's commitment to a
quality workforce and a pro-business atmosphere; and

WHEREAS, VPMEP is based at the Patrick Henry Community College and has nine other
offices throughout the Commonwealth and provides services for small and medium-sized
manufacturers throughout the Commonwealth; and

WHEREAS, Virginia's history of manufacturing, particularly in Martinsville and Henry
County, has created thousands of jobs and contributed millions of dollars to the Common-
wealth's economy; and

WHEREAS, VPMEP's funding from the Commonwealth is tentatively slated to decrease from
$950,000 in the current fiscal year to $600,000 in the next fiscal year, which represents a cut of
more than 36 percent, and that cut could result in the loss of jobs at the VPMEP and a decrease
in services available to the Commonwealth's small and medium-sized manufacturers; and

WHEREAS, such a significant budget cut could do irreparable harm to the VPMEP and ulti-
mately have a negative effect on thousands of jobs locally and throughout the Commonwealth;
now, therefore,

BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular session
assembled on February 13, 2001, that said Council does hereby express its support for the
Virginia Philpott Manufacturing Extension Parmership and urges the General Assembly to
provide funding for VPMEP at its current level of $950,000, which would maintain the current
level of services for all Virginians.

Attest:

Johnathan B. Phillips, Clerk of Council

Date Adopted

55 West Church Street P.O. Box 1112 Martinsville, VA 24114-1112 540-656-5180 540-656-5280 FAX
www.
