Enclosure #2 CITY OF MARTINSVILLE, VIRGINIA ORDINANCE NO. 2001-2 BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular session assembled on February __, 2001, that it does hereby amend Chapter 2- Administration, Article III--Budgets, Section 2-37--Submission of budgets, budget message, etc., to council, and Section 2-40--Adoption of budgets and revenue ordinances; transfer of funds, of the City Code, as follows: Sec. 2-37. Submission of budgets, budget message, etc., to council. On or before thc first day of April 30 in each year, the city manager shall submit to the council: (1) (2) (3) (4) Current expense budgets for the general operation of the city government, the public schools and for each of the city's utilities; A budget message; A capital budget; and A schedule of permanent improvements planned in support of the capital budget. Sec. 2-40. Adoption of budgets and revenue ordinances; transfer of funds. After the hearing provided for in section 2-39, the council shall adopt all budgets for the ensuring budget year, as well as such ordinances providing for additional revenue as may be necessary to balance the budgets. This adoption shall be made on or before fifteenth day of June 30 in each year. From the effective date of the budget, the several amounts stated therein as proposed expenditures approved by the council shall be and become appropriated to the several objects and purposes therein named; however, upon authorization of the city manager, the director of finance, during the budget year, shall transfer any unencumbered balance, or portion thereof, in any fund budget from one classification of expenditure to another within the same department, board, commission, office or agency and, for this purpose, each of the utilities of the city shall be deemed to be separate departments.
