Enclosure #2 <br /> <br />CITY OF MARTINSVILLE, VIRGINIA <br /> ORDINANCE NO. 2001-2 <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular <br />session assembled on February __, 2001, that it does hereby amend Chapter 2- <br />Administration, Article III--Budgets, Section 2-37--Submission of budgets, budget <br />message, etc., to council, and Section 2-40--Adoption of budgets and revenue <br />ordinances; transfer of funds, of the City Code, as follows: <br /> <br />Sec. 2-37. Submission of budgets, budget message, etc., to council. <br /> <br /> On or before thc first day of April 30 in each year, the city manager shall submit <br />to the council: <br /> <br />(1) <br /> <br />(2) <br />(3) <br />(4) <br /> <br />Current expense budgets for the general operation of the city government, <br />the public schools and for each of the city's utilities; <br />A budget message; <br />A capital budget; and <br />A schedule of permanent improvements planned in support of the capital <br />budget. <br /> <br />Sec. 2-40. Adoption of budgets and revenue ordinances; transfer of funds. <br /> <br /> After the hearing provided for in section 2-39, the council shall adopt all budgets <br />for the ensuring budget year, as well as such ordinances providing for additional revenue <br />as may be necessary to balance the budgets. This adoption shall be made on or before <br />fifteenth day of June 30 in each year. From the effective date of the budget, the several <br />amounts stated therein as proposed expenditures approved by the council shall be and <br />become appropriated to the several objects and purposes therein named; however, upon <br />authorization of the city manager, the director of finance, during the budget year, shall <br />transfer any unencumbered balance, or portion thereof, in any fund budget from one <br />classification of expenditure to another within the same department, board, commission, <br />office or agency and, for this purpose, each of the utilities of the city shall be deemed to <br />be separate departments. <br /> <br />Attest: <br /> <br />Johnathan B.
