Phillips <br /> <br />WHEREAS, the Virginia Commission on Local Government released a report in June <br />2000 entitled Report on the Comparative Revenue Capacity, Revenue Effort, and Fiscal <br />Stress of Virginia's Counties and Cities, 1997/98; and <br /> <br />WHEREAS, the City of Martinsville ranked 16th among 135 localities listed in the <br />Commission's Report, thus, was categorized as having a high degree of~scal stress; and <br /> <br />WHEREAS, the City of Martinsville has experienced severe economic decline over the <br />last several years due to industry down sizing and closings; and <br /> <br />WHEREAS, the citizens of Martinsville cannot afford to bear any additional local tax or <br />fee burden; and <br /> <br />WHEREAS, the Govemor has released his proposed budget amendments for Fiscal <br />Years 2000 and 2001 which will severely reduce funding to localities in a number of key <br />areas such as education, law enforcement (599 Funds), and salaries and pay increases for <br />constitutional employees; now, therefore, <br /> <br />BE IT RESOLVED by the City Council of the City of Martinsville, Virginia, in regular <br />session assembled January 9, 2001, that it does hereby request that the members of the <br />Virginia General Assembly vote against any proposed revenue reductions to the <br />localities; and <br /> <br />BE IT FURTHER RESOLVED that the City Administration is directed to forward a <br />copy of this Resolution to the Governor, the Chairpersons of the Senate and House <br />Finance Committees, Senator Roscoe Reynolds, Delegates Ward Armstrong, Bamie Day, <br />and Allen Dudley, and the Chairman of the Henry County Board of Supervisors. <br /> <br />Attest: <br /> <br />Clarence C.
