Phillips <br /> <br />WHEREAS, inmate labor may be used for public works projects on public lands under <br />Section 53.1-59 of the Virginia Code; and <br /> <br />WHEREAS, the Department of Corrections has an agreement with the Virginia <br />Department of Transportation for the use of inmate labor for minor maintenance work <br />along public roads and rights of way; and <br /> <br />WHEREAS, the Mulberry Creek box culvert on Spruce Street~oute 650 is in need of <br />cleaning and silt/debris removal; and <br /> <br />WHEREAS, the Patrick Henry Correctional Unit has an inmate work crew available for <br />such work; and <br /> <br />WHEREAS, a resolution of support from the local governing body is required by the <br />Virginia Code prior to the use of inmate labor on public works projects; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in regular <br />session assembled January 9, 2001, that it does hereby support the need for the <br />aforementioned work and requests approval by the Department of Corrections. <br /> <br />Attest: <br /> <br />Clarence C.
